8 Armenian marzes have new governors

Yerevan – The Armenian government decided to appoint 8 governors at the session today.

Ashot Simonyan was appointed as Governor of Aragatsotn marz, Garik Sargsyan – Ararat marz, Romanos Petrosyan – Kotayk, Vahe Ghulumyan – Tavush, Karen Sarukhanyan – Shirak, Ishkhan Saghatelyan – Gegharkunik, Aragats Saghatelyan – Vayots Dzor and Hrant Margaryan – Lori.

The Governors of Armavir and Syunik will continue their duties.

Prime Minister of Armenia Nikol Pashinyan noted that the appointment of the new governors took place within the frames of political agreements.


New Armenian government chooses public transport over official vehicles

Ministers take the metro in a cost cutting measure.

The Armenian government is planning to reduce the number of official vehicles by 30 per cent to optimize expenses. The head of the Cabinet of Ministers believes that the previous staff spent too much money on transport, and therefore only about 70 of a fleet of 110 cars should remain.

“I think that fuel is too expensive for the budget. You can really save a lot here,” stressed the Head of Administration, Eduard Aghajanyan.

He also said that the previous government was too bloated as it allowed unreasonable and unjustified costs:

“In the first place, it’s about the cars and the checks provided for fuel. All this was unfounded, and you will soon be convinced of this.”

Cases of abuse may be transferred to the National Security Service, according to Eduad Aghanhayan.

Since Nikol Pashinyan’s appointment as Prime Minister, some members of his new government gave up their official vehicles. In particular, First Deputy Prime Minister Ararat Mirzoyan gave up two of the five cars at his disposal. Mirzoyan’s example was followed by Deputy Prime Minister Tigran Avinyan. Posts on Araik Harutyunyan, the Minister of Education and Science, went viral on social networks after he was seen taking the metro.

There is talk that Armenia is set to adopt a unified procedure for using official transport for all Cabinet members in the near future.


IMF: Armenia’s financial system stability exemplary

Prime Minister Nikol Pashinyan received Yulia Ustyugova, Permanent Representative of the International Monetary Fund in the Republic of Armenia.

The Premier appreciated the ongoing close cooperation with the International Monetary Fund and the assistance provided by the IMF for Armenia’s economic reforms. Nikol Pashinyan emphasized that spending efficiency and financial discipline are among his government’s key priorities.

The IMF Permanent Representative briefed the Prime Minister on the programs implemented by the Fund in Armenia and the upcoming projects. Yulia Ustyugova expressed confidence that in cooperation with the new government, the IMF would be able to effectively promote the ongoing reforms. She highlighted the stability of Armenia’s financial system, stressing that the country is exemplary in this regard.

The interlocutors exchanged views on the new government’s program, including the efforts to improve tax and customs administration, the proposed pension system reform, as well as a number of other issues of mutual concern.
 

IMF to help new Armenian government to implement reforms

YEREVAN – The International Monetary Fund (IMF) will help the new Armenian government to implement effective economic reforms, said Yulia Ustyugova, the IMF Resident Representative to Armenia at a meeting with Armenian Prime Minister Nikol Pashinyan today, the government press office reported.

Ustyugova was said to have highly appreciated the stability of Armenia's financial system stressing that in this aspect the country can be cited as an example. 
She presented to the Prime Minister the status of programs being implemented by the IMF in Armenia and the next steps in this direction.
In turn, Pashinyan noted the importance of close cooperation with the IMF and the support provided by it to Armenia in reforming the economy. He stressed that one of the priorities of the government is to increase the efficiency of spending of the programs being implemented, as well as to strengthen financial discipline.
They were said to have also exchanged views on the new government program, including reforms in the tax and customs areas and the proposed pension system reforms. There was also an exchange of views on a number of other issues related to Armenia-IMF cooperation.
 

EU: CEPA shows it is possible to progress in parallel with Armenia's membership in Eurasian Union

The Comprehensive and Enhanced Partnership Agreement, signed in November 2017, demonstrates that it is possible to progress in parallel with Armenia's membership in the Eurasian Economic Union, EU said in a report issued on Wednesday.

The report was issued ahead of the first European Union – Armenia Partnership Council, which will be held on 21 June. The report by the European Neighbourhood Policy looks at developments in Armenia and in EU-Armenia relations over the past two-and-a-half years.

“Armenia's commitment to good governance and economic reforms under the CEPA is a solid basis for shaping the country's reform agenda and further enhance cooperation with the European Union guided by the recently signed Partnership Priorities,” the report says.
 

 World Bank projects a higher index of economic growth for Armenia

World Bank has projected 4.1% growth for Armenian economy in 2018 in the June 2018 Global Economic Prospects report, which is an improvement on the previous projection of 3.8%.

At the same time, the World Bank expects Armenia’s GDP to grow by 4% in 2019 and 2020.
According to the report, private consumption in certain countries, including Armenia, is recovering thanks to wage gains, improving labor markets, and stronger consumer purchasing power amid moderating inflation and firming currencies.
The bank adds that investment into new existing mines in Armenia will continue.
“Over the medium term, a weaker-than-expected energy price outlook would undermine the recovery in large energy-exporting countries, including Russia. The slowdown could generate negative spillovers to neighboring countries, such as Armenia, Belarus, Georgia, Kyrgyz Republic, Moldova, and Tajikistan,” reads the report.
In general, global economic growth will remain robust at 3.1 percent in 2018 before slowing gradually over the next two years, the World Bank predicts, as advanced-economy growth decelerates and the recovery in major commodity-exporting emerging market and developing economies levels off.
World Bank’s growth projections for 2018 made 1.8% for Azerbaijan, 1.5% for Russia, and 4.5% for Turkey and Georgia.
 

Armenian Republicans not to obstruct passage of Pashinyan’s government program by parliament – Sharmazanov

YEREVAN, June 6. /ARKA/. The Republican Party of Armenia has no intention to obstruct approval of Armenian Prime Minister Nikol Pashinyan’s program by the National Assembly, Eduard Sharmazanov, the vice speaker of the parliament and a member of the party’s executive board, told journalists Tuesday night after the board’s meeting.   
“We will let the program be upheld – necessary votes will be ensured,” he said. “We will not make artificial difficulties for Pashinyan’s government and its program, and we’ll give it an opportunity to be approved by the National Assembly.”
Sharmazanov spoke also about the content of the program. 
“We consider it as collection of quite broad dreams, wishes and, maybe this is just my subjective opinion, toasts, but not a program of a professional government,” he said. 
In his words, there are neither figures nor solutions to problems in this program. 
Sharmazanov also doesn’t understand what financial resources revolutionary changes will be made. 
He said that some of his fellow partisans will be instructed to vote for the program, but the majority of his team will vote against. 
“Why? Because we see neither political program nor strategy in the presented document – there are only wishes,” the party man said.  
The program will be put on the National Assembly’s floor tomorrow

 

Agency protecting investments to be established in Armenia

YEREVAN – Armenian Prime Minister Nikol Pashinyan, presenting Thursday his government’s program to the National Assembly, said that he has ordered establishment of an agency affiliated to the national security service which will be in charge of protection of investments. 
“By this step we will form favorable investment environment – every investment who comes to Armenia’s market should feel protected,” he said. 
The premier said that some representatives of Armenian communities overseas have already made investments and added that there was no such high interest in investing in Armenia before. 
“We will do whatever is possible to develop this interest into an investment boom very soon,” Pashinyan said.

It is necessary to create conditions for involving the best representatives of the Armenian Diaspora in Armenia's governance system. On June 7, presenting the program of the new government in the National Assembly of Armenia, Prime Minister of the Republic of Armenia Nikol Pashinyan stated.

According to him, the current Constitution of the country does not allow representatives of the Armenian Diaspora to be appointed to the post of ministers, since there is a restrictive qualification for a residence in 4 years. In other words, a person must live in Armenia for at least four years in the last four years in order to be able to get involved in the management system. This nonsense, as the prime minister believes, must be deleted, and discussions on the solution of this problem begin. Nikol Pashinyan emphasized that this issue should also be perceived in the context of the process of the repatriation of Armenians to the homeland announced by the government. The prime minister stressed that the process of emigration from Armenia will cease and the reverse process will start, when representatives of the Diaspora and citizens of the country will return. In its turn, the Armenian government will do everything in its power to activate this process. In particular, the active struggle against corruption will continue, with lawlessness, which will enable Armenians around the world to be convinced of the reliability of the historical homeland, in the reliable protection of investments in order to provide an "investment boom". For these purposes zoning of oblasts will be carried out with a view of proportional development of regions and revival of economic activity in them. "It is important to support the enthusiasm of our compatriots so that it does not go away," Nikol Pashinyan said, adding that in the near future a plan of measures will be developed and adopted to implement the provisions of the government program, which will reflect the proportional development of the country's regions, and the repatriation of compatriots.
 

Կառավարությունը նշանակեց Սյունիքի ու Արմավիրի նոր մարզպետներին

Հայաստանի կառավարության հունիսի 8-ի նիստի ժամանակ նշանակվեցին Սյունիքի ու Արմավիրի նոր մարզպերները: Այսպիսով Նիկոլ Փաշինյանի հլխավորած կառավարությունն ավարտեց շաբաթներ առաջ «բոլոր մարզպետները փոխվելու են» խոստմամբ սկսված մարզերի նոր ղեկավարների նշանակման գործընթացը:

Կառավարությունը նախ Աշոտ Ղահրամանյանն ազատեց Արմավիրի մարզպետի պաշտոնից, իսկ Վահե Հակոբյանը՝ Սյունիքի մարզպետի պաշտոնից: Նույն նիստի ժամանակ գործադիրի որոշմամբ Գագիկ Միրիջանյանը նշանակվեց Արմավիրի մարզպետ, իսկ Կարեն Համբարձումյանը՝ Սյունիքի մարզպետ:

Նշվում է, որ Սյունիքի նորանշանակ մարզպետ Կարեն Համբարձումյանը ԲՀԿ-ական է: Նա աշխատում էր «Հայէլցանց»-ում որպես բաժնի պետ եւ հանդիպսանում է Սիրիանի նախկին ԲՀԿ-ական քաղաքապետ Աղասի Հակոբջանյանի փեսան:

Մամուլի հրապարակումների համաձայն,վերջինը ԲՀԿ ցուցակով մասնակցել է Սիսիանի քաղաքապետի ընտրություններին, իսկ առողջապահություն նախկին փոխնախարար Գագիկ Միրիջանյանը ՝ ՀՅԴ համամասնական ցուցակով ցանկանում էր պատգամավոր դառնալ։

Նշվում է, որ Գագիկ Միրիջանյանը ՀՀ ԱՆ «Նորք» հոգեբուժական կենտրոնի տնօրենն է: Միրիջանյանը որոշ ժամանակ աշխատել է առողջապահության փոխնախարար, իսկ դրանից առաջ Հերացու անվան բժշկական համալսարանի աշխատակազմի ղեկավարն էր:

Գագիկ Միրիջանյանը վաստակավոր բժիշկ Մուշեղ Միրիջանյանի որդին է: Վերջինս, ըստ մամուլի տեղեկությունների, Գագիկ Ծառուկյանի ընկերն է: Նշվում է, որ երկու մարզերը քվոտայով տրվել են ԲՀԿ-ին:

Նշենք, որ նախորդ շաբաթ կառավարության նիստում նշանակվել էին ութ մարզի մարզպետներ:

Աշոտ Սիմոնյանը նշանակվել էր Արագածոտնի մարզպետ, Գարիկ Սարգսյանը՝ Արարատի մարզպետ, Ռոմանոս Պետրոսյանը՝ Կոտայքի մարզպետ, Վահե Ղալումյանը՝ Տավուշի մարզպետ, Կարեն Սարուխանյանը՝ Շիրակի մարզպետ, Իշխան Սաղաթելյանը՝ Գեղարքունիքի մարզպետ, Հրանտ Մարգարյանը՝ Լոռու մարզպետ, Արագած Սաղաթելյանը՝ Վայոց ձորի մարզպետ:
