2010 Draft State Budget

ARMENIAN FINANCE MINISTER FINDS 2010 STATE BUDGET FEASIBLE

-  The 2010 state budget revenue was planned at AMD 676.6 billion against AMD 772 billion in the 2009 state budget. Tax receipts were planned at AMD 553 billion. The amount is greater than that of 510 billion planned for 2009. The minister said that taxes will have 16.6% share in GDP in 2010 against 16.4% planned for 2009.
-  Official transfers from the European Union, Germany and other foreign countries and organizations will amount to AMD 15 billion in 2010.
-  Expenses totals AMD 859.6 billion in the 2010 state budget.
Of them, 85.7% are current expenses ; they are equal to those of the 2009 state budget.
Taking into account insufficient resources, the government cut capital expenses to ensure current expenses.
The 2010 budget deficit is planned at AMD 183 billion, which will be covered from inside and outside sources. The dollar is planned to cost 376 in 2010.

STATE BUDGET WILL ALLOCATE 36 BILLION DRAMS FOR 2010 FOR THE NEEDS OF YEREVAN - DEPUTY MAYOR

4.66 BILLION DRAMS TO BE ALLOCATED TO AGRICULTURE UNDER 2010 DRAFT STATE BUDGET OF ARMENIA

-  Under the 2010 draft state budget of Armenia, it is envisaged allocating 4.66 billion drams (excluding the financing received under the target credit programs and the expenses to maintain the sector’s state machinery) to the agricultural sector - against 6.96 billion drams actually allocated in 2009, First Deputy Minister of Finance Pavel Safarian said during the joint sitting of the NA Standing Committees on November 3.
-  The indicated sum will be provided to the following expenditure programs : plant protection - 150m drams, laboratory diagnosis of livestock diseases and expert examination of materials and raw materials of animal origin - 185m drams, rural advisory services - 183.2m drams, state assistance to agricultural land users - 1.1bn drams, maintenance and improvement of agricultural lands and rehabilitation of engineering structures - 547.1m drams, and grants to farmers - 345m drams.
-  Besides, in 2010 it is planned to implement the target credit projects on the fight against avian influenza, the development of rural enterprises and small-scale commercial agriculture, and "Market Opportunity to Farmers" Project with the assistance of the World Bank, the OPEC’s Fund and the International Fund for Agricultural Development (IFAD).
-  A number of projects with grants provided by WB, IFAD, and Denmark will also be carried out in the indicated fields.
-  The 2010 allocations for forestry will be spent mainly on forest preservation (735m drams) and state monitoring of forests (54m drams). The 2010 draft state budget was calculated based on the settlement exchange rate of 376 drams per dollar.

2010 BUDGET IN AGRICULTURAL SPHERE TO COMPRISE OVER AMD 9 BILLION

Armenia’s 2010 Budget in agricultural sphere will comprise AMD 9 billion 3 million and 956 thousand which is an AMD 4 billion 810 million decrease compared to 2009, Agriculture Minister Gerasim Alaverdyan said.
To ensure stable anti-epidemic situation in the country, it is planned to launch a cattle vaccination program which will cost AMD 1 billion.
It is also planned to launch an AMD 1 billion and 100 million land subsidy program for 315 thousand 425 communities of highland regions.
The 2010 cattle development program (which costs AMD 344 million) will be implemented in conjunction with Japanese Government.

2010 DRAFT STATE BUDGET ENVISAGES ALLOCATIONS OF ABOUT ONE BILLION DRAMS FOR ENVIRONMENTAL PROTECTION

Among large expenditure programs are the monitoring of the pollution of water bodies and ambient air of the republic - 112 million drams, the projects on replenishment of fish stocks - 60 million drams, and on cleaning the water-covered woodlots near Lake Sevan - 257.5 million drams, and the program on the activities of the specially protected areas - 440.4 million drams. 530 million drams has been allocated for hydrometeorological services.
The draft budget was calculated based on the settlement exchange rate of 376 drams per dollar.

2010 DRAFT STATE BUDGET ENVISAGES EXPENDITURES OF 95.5 BILLION DRAMS ON SPHERE OF EDUCATION

By the 2010 draft state budget of Armenia, the expenditures on science will remain at the level of 2009 and amount to 8.36 billion drams.

UNDER 2010 DRAFT STATE BUDGET, ALLOCATIONS TO MINISTRY OF LABOR AND SOCIAL AFFAIRS AMOUNT TO 241.27 BILLION DRAMS

Under the 2010 draft state budget, allocations to the Ministry of Labor and Social Affairs will amount to 241.27bn drams,
-  Financing for the program of social pensions will make 6.514bn drams. The basic amount of pensions will be the same - 8 thousand drams, while the average amount will make 10.104 drams (26.5 USD).
-  The value of one year of insurance service will be 450 drams, the average monthly pension will make about 26 thousand drams. It is envisaged leaving unchanged the monthly amount of honorary payments to veterans - 20 thousand drams.
-  The total expenditures on family allowances and one-off benefits will amount to 31,023m drams.
-  Allocations of 4.536m drams are envisaged for unemployment benefits : the montly amount of an unemployment bebefit to be paid for 10 months is 18 thousand drams.
-  The average price of a patient’s treatment a day was left unchanged - 11,500 drams.
-  Expenditures on the provision of prosthetic devices to disabled persons and the repair of such devices are envisaged to total 857.5m drams.
-  Allocations for wheel chairs and hearing aids of disabled persons will amount to 119.2m drams in 2010. 450 wheel chairs, 1,100 hearing aids made in Russia, and 218 hearing aids made in Europe will be purchased with this money.

DECREASE OF DEFENSE EXPENSES BY 22% IS PLANNED IN THE DRAFT BUDGET OF ARMENIA

25.7 billion drams to be allocated for urban development under 2010 draft state budget of Armenia

It is less by about 600m drams than the expected index for 2009. The indicated sum will be spent mostly on construction of educational and cultural facilities, major repairs, and apartment construction.

Revenues of 676.7 billion drams programmed under 2010 draft state budget of Armenia

-  Under the 2010 draft state budget of Armenia, revenues of 676.7bn drams are programmed, which is less by 21.2% as compared to the approved revenues of 858.6bn drams for 2009.
This reduction is mainly conditioned by the decline in the programmed amount of tax and state duty revenues, which in its turn is a result of Armenia’s economic decline this year.
-  The state budget revenues/GDP ratio is expected to make up 21% in 2010 - compared to 20.6% in 2009.
-  Revenues from taxes and state duties make up 78.8%, compulsory social payments -15.6% or 105.2bn drams, official grants - 2.2% of 15bn drams, and other revenues - 3.4% or 23.4bn drams of the total amount of budgetary revnues envisaged by the 2010 draft state budget of the RA.
-  It is expected to receive official grants of 15bn drams from foreign states and international organizations.
-  The draft state budget was calculated based on the settlement exchange rate of 376 drams per dollar.

40.3 BILLION DRAMS ALLOCATED TO TRANSPORT AND COMMUNICATION SECTOR UNDER 2010 DRAFT STATE BUDGET OF ARMENIA

It is 13 billion AMD less than in the current year. However, this will not prevent us from continuing all development programs said the Minister of Education. “We will also need extra budgetary money to use effectively in all spheres of education".
