EU-RUSSIA SUMMIT IN STOCKHOLM TO SEE HAGGLING OVER ENERGY SUPPLIES, TRADE, CLIMATE CHANGE

Leaders of the European Union and Russia were holding a summit Wednesday on energy security, climate change, trade and human rights - with both sides hoping the talks would help patch up battered relations, the Canadian Press reported.
The two sides signed a number of documents - mainly agreements on border control - but no breakthroughs were expected at the summit in the Swedish capital.
EU leaders were also expected to press Russian President Dmitry Medvedev for more assurances on energy supplies and for a bigger commitment to climate change ahead of a crucial U.N. global warming conference in Copenhagen next month.
FINANCIAL AID FOR SERBIA, BOSNIA, ARMENIA AND GEORGIA

Parliament gave its backing on Tuesday for 400 million-plus Euro in budget aid to Serbia, Bosnia and Herzegovina, Armenia and Georgia. The funds are to help these countries to finance their external balances of payments and state budget deficits.

ARMENIA, FRANCE TO SIGN AGREEMENT ON DEFENSE COOPERATION

The Armenian government approved Thursday the proposal to sign an Armenian-French agreement on defense cooperation.
Defense Minister Seyran Ohanyan said that the document will envisage creation of favorable conditions for cooperation in different fields, including armed forces and armament arrangement, military personnel management and information protection mechanisms.
3500 PEOPLE APPLIED FOR DUAL CITIZENSHIP

Jan.- Oct. 2009, 3.500 foreign citizens applied for dual citizenship, that exceeds the 2008 indicator 2.5 times, RA Diaspora Minister Hranush Hakobyan informed.
She also underlined that about 1300 people applied for dual citizenship after the law was adopted in 2008. According to the minister, the majority of applicants are those having ties with Armenia, in particular Armenian intellectuals.
The procedure on gaining of dual citizenship will be facilitated in the near future.
2ND ANNUAL PHARMACEUTICAL COMPETITIVENESS CONFERENCE TO TAKE PLACE IN YEREVAN

The USAID-funded Competitive Armenian Private Sector (CAPS) Project in partnership with the Ministry of Health, the Scientific Center of Drug and Medical Technology Expertise, the Union of Medicine Producers and Importers of Armenia, Armenian Development Agency, and National Competitiveness Foundation are organizing the 2rd Armenian Pharmaceutical Competitiveness Conference on December 1 in Yerevan.
The event aims to update industry representatives on the current status of the sector, promote collaboration among pharmaceutical sector stakeholders, and encourage discussions on major industry issues, including financial crisis impact on pharmaceutical production, adoption of Good "X" Practices (GXP) regulations and export market opportunities.
FIRST SESSION OF THE "ANTI-CRISIS FUND" ESTABLISHED WITHIN THE FRAMEWORK OF EURASEC TO BE CONDUCTED BY THE END OF THE RUNNING YEAR

According to the initial information, the first session of the "Anti-Crisis Fund" established within the framework of EurAsEc will be conducted by the end of the running year. Armenian Finance Minister Tigran Davtyan said after the session in Minsk that the Board of the Fund consists of finance ministers of EurAsEC member states and will be headed by the Russian finance minister. The fund has been established by the EurAsEC member states to give an opportunity to involve additional resources for implementation of anti-crisis programs in the countries.
The total capital of the fund is 8.5 billion USD and the main donor country is Russia which has invested 7.5 billion USD, Kazakhstan invested 1 billion USD. Armenia’s participation will be 1 million USD.
Armenia in EurAsEC Inter-State Council has status of an observer which gives an opportunity to actively participate in all the processes taking place within the framework of EurAsEC. As a result of our small investment in the newly formed "Anti-Crisis Fund" we will have an opportunity to make use of EurAsEC anti-crisis resources," T. Davtyan said.
He said with it a number of programs will be implemented. "We have already prepared a number of programs which will in near future be presented to the discussion of the Board," T. Davtyan said.
As to Armenia’s participation in works of the to be created "High Technology Center" within the framework of the EurAsEC, T. Davtyan said it supposes a more free format and there are relevant institutions which have been authorized to work in that format.
Armenia has suggested "Enterprises Incubator Foundation" which has quite big experience in the IT sphere.
